Importing rugs and durries from India into Australia
Indian-made goods enter Australia at zero duty on every tariff line since 1 January 2026. A practical guide to codes, clusters and compliance.
The duty position
The India–Australia Economic Cooperation and Trade Agreement (ECTA) came into force on 29 December 2022. From 1 January 2026, Australia applies zero duty on all of its tariff lines for goods of Indian origin, which includes floor coverings.
To claim it, the goods must meet ECTA's rules of origin and the shipment needs valid proof of origin. We prepare this with every order. Australian GST (10%) still applies at import.
Tariff codes to know

Where rugs are made in India
- Panipat (Haryana): cotton and recycled-yarn durries, flatweaves, rag rugs and bath mats, often at sharp prices for volume orders.
- Bhadohi and Mirzapur (Uttar Pradesh): India's hand-knotted and hand-tufted carpet belt.
- Jaipur (Rajasthan): handmade dhurries, block-printed and design-led rugs.
What to specify
- Construction (flatweave, tufted, hand-knotted) and fibre (cotton, jute, wool, recycled PET).
- Sizes and tolerances, weight per square metre, and backing if any.
- Colour references and colour fastness; anti-slip requirements for bath mats.
- Packing: rolled and poly-bagged, labels, barcodes and carton marks.
Australian compliance to plan for
- Biosecurity: natural fibres such as wool and jute, and any timber packaging, can have import conditions. Check the BICON system for your material; wooden pallets need ISPM 15 treatment and marking.
- Labelling: country of origin and fibre content on the product or packaging.
- Documents: commercial invoice, packing list, bill of lading and the ECTA proof of origin.
